JFK was a supporter of payroll savings plans and to further this end, his administration established the United States Industrial Payroll Savings Committee, an organization of leading businessman formed to promote payroll savings.
The campaign in 1963 to enroll payroll savings was tremendously successful and on November 5, 1963, Kennedy met a gathering of the Committee and thanked them in the Rose Garden.
