JFK gave a brief television address on this Sunday evening, asking the citizens of Birmingham, Alabama to “maintain standards of reasonable conduct” after the infamous images of Bull Conner unleashing police dogs and turning fire hoses on children marching for civil rights in the beginning of April at the behest of Martin Luther King.
Kennedy, who generally proceeded cautiously in civil rights issues, also stated that he was positioning federal troops close to city, in case violence flared.
